In times of natural disasters, normal communications (cell phone, landline phone, Internet) will more than likely fail. To fill the communication gap, licensed amateur radio operators (Hams) will provide emergency communication between those responding in the disaster zone and government agencies. In particular, an amateur radio station will be co-located with Kailua CERT (response phase) and Kailua Alert & Prepared (recovery phase) to coordinate life-saving resources in the aftermath of a major disaster.

Many Hams are members of organizations such as Amateur Radio Emergency Service (ARES), Radio Amateur Civil Emergency Service (RACES), and SKYWARN weather spotters.
